What is packaging?

Packaging is anything that is used to contain, protect, deliver, store, present or use goods.

Goods could be raw materials or processed items. Packaging can take many forms including, but not limited to, boxes, pallets, labels, tubes, bags, tape, wrapping and binding materials.

Extended producer responsibility (EPR) for packaging replaced the 1997 Packaging Waste Regulations in 2024.

The aim of EPR is that producers pay the full net costs of managing and recycling the packaging waste they produce through a system of modulated fees. It is also hoped that EPR will encourage packaging producers to reduce excess packaging and increase the recyclability and reusability of packaging.

Many UK businesses previously unaffected by packaging regulations will now be required to comply with Extended Producer Responsibility for Packaging.

Companies with a physical presence in the UK, a turnover of >£1m and dealing with more than 25 tonnes of packaging annually that carry out any of the packaging activities outlined in the regulations must now comply with the Packaging: Extended Producer Responsibility regulations.

However, the actions a business needs to take will depend on business size and the activities it performs.
